Beef-forward broth and high-buckwheat noodles that snap softly instead of stretching define the Pyongyang naengmyeon at Neungra-do. The first sip tastes firmly salted, but once the noodles are loosened, grain aroma spreads through the bowl and the salt recedes. Plate dumplings (jeopsi mandu) are filled with tofu and bean sprouts, six to a plate, and the mildly spicy bibim naengmyeon wraps neatly around them. For a warm meal instead, the kitchen also serves Pyongyang onban, Northern-style sundae and eobok-jjaengban, brisket and minari in a wide shared pot. Valet parking is offered, and the whole party has to arrive before being seated.
