Top Cloud 23 is a permanently closed restaurant. It ended service on October 31, 2025, after operating for about 14 years as a European brasserie on the 23rd floor of the S-OIL Building in Gongdeok. It opened on November 1, 2011, and the number in its name referred to its floor. Wood and warm materials interpreted the relaxed character of a southern French farmhouse, and an open kitchen exposed part of the cooking process. Broad windows looked over the Gongdeok intersection and Seoul toward the Han River. Its defining service was a semi-buffet. Salads, soup, bread, fruit, desserts, and drinks were available from shared stations, while each diner selected a main dish such as steak, fish, or pasta to be cooked and served at the table. This split cold starters and sweets from the hot centerpiece instead of placing every dish on a conventional buffet line. Charcoal-grilled Australian beef was a signature, and earlier menus included tenderloin, sirloin, lamb chops, pasta, and risotto. Dinner expanded beyond the semi-buffet into sequential courses, individual a la carte dishes, and steak platters designed for two or three people to share. At its opening, the brasserie also emphasized fresh oyster dishes paired with white wine and promoted a cellar of roughly 150 wines. The high-floor view and flexible meal format made the space suitable for family meals, birthdays, formal meetings between families, and other gatherings. Search results can still surface the former official website, menu descriptions, address, and telephone number, but they belong to the closed business. Even when a map or directory points to the S-OIL Building's 23rd floor, Top Cloud 23 itself has not operated there since the end of October 2025.
